Approved under Decision no. 1426/QĐ-BTNMT dated July 02, 2020, by the Minister of Natural Resources and Environment, Project “Mitigating Marine Plastic Debris in Viet Nam” facilitates the development of guidelines on policy advocacy and communication programs to capacity building, awareness raising and behaviour change, towards the mitigation of marine plastic debris. The project constitutes a potential contributor to the reduction of marine plastic debris in Viet Nam and the materialisation of the National Action Plan for Marine Plastic Debris Management in Viet Nam by 2030.
PROJECT SCOPE
Project “Mitigating Marine Plastic Debris in Viet Nam” covers 10 (ten) areas in 09 (nine) provinces/cities:
- 07 (seven) cities/districts: A Luoi, Da Nang, Dong Hoi, Ha Tinh, Long An, Rach Gia, Tuy Hoa;
- 03 (three) Marine Protected Areas: Con Dao, Cu Lao Cham and Phu Quoc.
ACTIVITY
The project’s mission includes: minimisation of the impact of plastic waste on marine ecosystems; conservation of marine biodiversity; improvement of community and society’s understanding on the causal relationship between plastic waste disposal and adverse effects on the marine environment and human health; enhancement of authorities’ management capacity and implementation of activities involving the management of marine plastic debris.

Target
Implement communication and education programs to raise awareness about plastic waste reduction at both central and local levels.
main activities
Develop and plan a communication program in collaboration with agencies and community organizations on the impact of marine plastic waste.
Development of communication products and advocacy on impacts and solutions to unsustainable waste management practices for use in communication programs.
Develop and implement extracurricular programs at schools to reduce plastic waste.
expected results
Implement at least three communication programs to raise awareness about marine plastic waste pollution.
100 schools in the project sites have implemented extracurricular education activities on reducing plastic waste.
Building an information and data platform on plastic waste pollution in Vietnam.

Xây dựng các văn bản hướng dẫn kỹ thuật nhằm hỗ trợ thực hiện chính sách quản lý chất thải rắn, bao gồm cơ chế hỗ trợ Trách nhiệm mở rộng của nhà sản xuất trong sản xuất và sử dụng bao bì nhựa.
main activities
Nghiên cứu về vai trò và trách nhiệm pháp lý của ngành bao bì trong quản lý rác thải tại Việt Nam với mục tiêu xây dựng khung Trách nhiệm Mở rộng của nhà sản xuất (EPR).
Thúc đẩy các thảo luận về dự thảo chính sách đề xuất với các cơ quan ra quyết định chủ chốt ở cấp trung ương và địa phương.
Tăng cường hợp tác quốc tế về chia sẻ kiến thức và thông tin liên quan đến các vấn đề xuyên biên giới về ô nhiễm rác nhựa đại dương.
expected results
Xây dựng tối thiểu hai tài liệu đề dẫn/khuyến nghị chính sách được đưa vào các văn bản quy phạm pháp luật liên quan.
Có sự tham gia của ít nhất 30 cán bộ chủ chốt từ các khu vực công và tư (tham gia các hội thảo, hội nghị về những thay đổi khung chính sách).

target
Construction of plastic waste minimization pilot models in seven participating cities / districts, through the commitment and implementation of the WWF Urban Reduction Program.
main activities
Mobilize municipalities to participate in the Urban Reducing Plastic Program initiated by WWF.
Support to pilot expansion of solid waste management project model in Long An province.
Support development and implementation of technical activities, and mobilize financial resources for municipalities to implement the plastic waste management action plan.
Disseminate the results and lessons learned from WWF’s Urban Reducing Urban Program in Vietnam.
expected results
Successfully mobilized at least seven cities / districts to complete the development of the plastic waste management plan.
Successfully supporting at least four cities / counties to implement activities outlined in the local plastic waste management plan.
target
Effectively manage and reduce the plastic waste residue in three important marine protected areas: Con Dao, Cu Lao Cham and Phu Quoc.
main activities
Identify and reduce the amount of marine plastic waste that comes from fishing and aquaculture operations.
Support replication and dissemination of practices from the Project in Phu Quoc.
Advocate for decision-makers to develop policies / support mechanisms to reduce waste on Con Dao and Cu Lao Cham islands.
Initiate a pilot initiative of waste separation, composting and recycling in appropriate areas of the pollution hubs on Con Dao and Cu Lao Cham based on experience from other locations.
Bringing together communities, private sector and MPA to reduce the volume and impact of plastic waste on the ecological function and biodiversity of the MPA.
expected results
Organize training on waste separation at source for at least 5000 households.
Produce high quality compost from organic waste to meet local demand.
Mobilize at least 25 hot fishing boats to join fishing fleets / fleets that are committed to free from plastic waste.
